These guys are asking for out help. Wouldn't it be nice if we could get our green sticker bikes converted to a street legal bike!

The following is a release from Baja Designs -
As you probably know, due to a re-interpretation of California's codes by the California Air Resources Board, converting a green-sticker off-highway motorcycle for street use became virtually impossible last year. Thanks to all of you, the letter writing campaign to governor Davis last year was successful in delaying the implementation of the new rule until February 2004. Well, we are trying one more time to reverse this change in DMV policy. Governor Schwarzenegger (a KTM owner himself) is highly critical of CARB and might be a bit more in touch with reality than the previous administration. We have the support of DMV, the highway patrol, and a governor interested in generating revenue and saving money. Please go to the Baja Designs home page www.bajadesigns.com and download one of the letters - or even better, write your own - and send it off to the governor. For the most impact we are trying to have these letters hit all at the same time, so please do this right away. Tell your friends!

you can buy a NEW ktm 450/525 right now with a cali plate, all legal lights/horn with handbar controls.
i can still street leagal most any dirt bike sold in the usa today and do so.
just finished a 05 wr450...want to know HOW.........

450/525 KTM is way to much bike for this old guy.
I would be very interested in HOW to license my 250X for sure. Not that I'll be using it for a dual sport very often but it would be nice to be legal if I had to pop out onto a highway for a short distance every now and then.
We're going to Moab at the end of April and a license plate might come in handy in places like that for sure.

yeah, right. i've been behind ya on the steet a few times (hw25/198 w/greg bebee and jim), and would hate to be on the track with you..if i could keep up.
after buying insurance totals for the last 3/4 years for only having frame scrapes; i've been buying new oem frames for r1, gsxr as well as others and then r&r the parts over onto the new frames. i must add that any and all damaged parts are replaced with new oem components. i am very selective on which bike i purchase, and they are in no way junk and are most times better then a new bike. every nut, bolt, spring, wiring harness and so on are installed to factory torque/routing spec by factory service manuals.
i have new frame id#'s issued by chp in salinas and watsonville by transporting the newly assembled bikes to them for inspection/motor s/n background checks. when all is found to be in good standing they issue me a new frame vin#. you must have the receipt for the new frame from the dealer/partsfish. it helps to have discounts at dealers too, and i buy from them all.
most are only 8-10 numbers and start with CAXXXXXX, and get afixed buy way of chp drilling into the frame to attach a new vin id plate with hammered-in rivets. there are doucments which get issued for dmv which issues a new calif CLEAN title with no history and such bike becomes a yr model of the year/month of the day the inspection takes place. 2002 fz1 becomes a april-2005 model by title only.
kinda of like a "NEW CONSCTION" title which custom bike builders apply for for choppers as such.
the cost of a new frame, dmv fees and your time are all the costs. i have sold many bikes with the new owners aware of EXACTLY what took place and list them as so when posted for sale. i have even traded many of these bikes into dealers for a newer model bike. and yes, the the dealers are also aware of the history of the bike with all records/receipts.
my tuono was purchased that very way as well, through a dealer. i started with 4 yamaha fz1 and grew from that. it's only a hobby for me, and not done for a living.
insurance co. see no salvage history, and dmv sees no numbers in a vin # which flag them to not allow a bike to have current calif title/plate issued.

Sorry for the dumbass questions:
Does that mean ANY green-stickered bike from any year can be CA plated? and a Red-stickered bike can be plated if it is 1997 or earlier?
And can a CA Plated bike still keep a green sticker/go offroad?
does anyone know how much this will cost?

We can street legal your Bike using either the on road conversion or the SPCNS clause in the vehicle code. ON ROAD CONVERSION applies to any 97 or later green sticker bike with a 17 digit VIN. California DMV section 30.340.
Any 1997 or earlier bike regardless of type we can use the SPCNS clause.
WE ARE NO LONGER ABLE TO DO RED STICKER BIKES THE VIN’S HAVE CAUGHT UP IN THE DMV DATA BASE AND ARE NOW REJECTED AS NON COMPLIANT.
BOTH TYPES OF REGISTRATION REQUIRE THE SAME FORMS

No. It is close to impossible to street register (unless using some of the time consuming loopholes) an off-road bike, green sticker or not. If you want a street legal bike either buy a new street legal bike or a plated used bike.

Yes, that is called dual registration and you'll have to have both at all times when riding off road (green sticker + street registration).

I've dualsported 2 bikes in the last 4-6 months. I didn't do anything special(just followed the old guidelines) and walked out with a plate. One was a 02 crf450 and i recently did my 05 wr450.

...or did you just install a Baja Design type of kit and just show up at the DMV for vehicle inspection? If so, what DMV was it, I want to go there for my next reg!...

I've had luck with the Los Gatos office and the Santa Clara office. Both of the clerks went to management for help and they worked on it together.
For the 05 i took it to the Los Gatos office.
I started out at the CHP and had them perform a vin verification. They just just the vin against the offroad title and give you a form. Then it was off to a brake and light inspection place. I had them fill out a statement of facts that said i had all the necessary equipment.If you have a mechanic buddy they will take his business number,dealer stamp and signature. I do have a shop friend and he signed me off before the kit just in case it didn't go through.That was it for inspections.
I went to the dmv with those 2 forms and 2 other statement of facts. One said I've received and read chp form 888 and the other said i requested and realized that dualsporting was permanent and that i would have to pay both street and dirt registration. I paid my fees($95) and walked out with the plate. Within 2 weeks i had my title.
I was talking to the clerk and she said that people came in waves to dualsport bike and that she had done a couple within the last month.

I go to the LG DMV too. They are very "flexible" :laughing :laughing
However, having the DMV Register the bike does not always mean you're alright. A few weeks ago they registered my used (model 2004 / 2500 miles) Ducati and gave me plate and stickers. I thought I was good... A week or so later, I get all the paperwork mailed back to me by Sacramento and my registration cancelled because it is a 49 states. They even tell me to take the bike outside of California immediately! Well I can't right now, it is in the shop for repair (remember, it's a Ducati!) ;)
So getting the DMV to register the bike is one thing, but make sure you wait a couple of weeks before you celebrate! ;)

I JUST WANT EVERYONE TO KNOW THAT IT IS STILL POSSIBLE TO STREET LEGAL ANY GREEN STICKER BIKE, AND IT IS SO EASY. I HAD TWO CUSTOMERS DO BIKES THIS WEEK. ONE CUSTOMER DID HIS BIKE, HIS WIFES XR100, AND CRF 150 LAST WEEK. IT IS A PIECE OF CAKE AND TAKES ONLY ABOUT AN HOUR.
WE HAVE A GARAGE NEAR OUR SHOP THAT WILL SIGN OFF YOUR BIKE (FOR LIGHTS HORN MIRROR ETC) THEN OFF TO DMV TO STREET LEGAL, NO QUESTIONS ASKED. SPCNS clause, yah! You got it! Specially Constructed Vehicle clause. And I would say at our shop we have an average of 3-4 people a week registering their dirt bikes for street under this clause. Soooo, get it done while it is still legal! YAHOOOO!

the only drawback to special const title is that the bike will always stay registered as a current year model.
example: you get you title now, it will say 2005 model, next year it will be a 2006... insurance costs don't go down as you always have a current year model.
And yes, I know this first hand as one of my bikes is registered this way.
some people, especially with Grey market bikes, prefer a "real" title (one that says the manufacturers name instead of "spcns".

So I've been curious about this in a half-ass motivated way. I looked at the DMV special construction web page and saw this little nugget:
As of January 3, 2006,
all 500 sequence certificates have been assigned.
No additional sequence certificates will be available until January 2007
How bout that! All 500 gone in the first working day of the year. I guess it's all about getting that 8AM appointment on the first working day of 07.

I just got my official certificate of title in the mail from the state of California. So I did it I legally dual sported my ’02 YZ250. If your bike has a green sticker go to DMV and tell them you want to dual sport it. If they take your $70.00 and give you a temporary tag you’re in. Then buy all the lights n stuff; get the 1. Light and break cert 2. VIN verification 3. Fill out your statement of fax. 4. proof of insurance. Bring it all back to DMV and walk out with a plate.
The policies are constantly changing and right now they seem to want to take the additional money from us.

I don't see how you're gonna turn up with an EPA label for highway use on a YZ250.

I thought that conversions after Jan '04 for bikes that don't have an epa street emission sticker are getting pulled.
Are you interpreting that as only bikes that would get a red sticker?

Going on 2 years with my dual registerd YZ I have been pulled over and my plates have been ran but I was able to renew the tags. No hassle no problem. All you need to do is get off your ass and do it if you want it!

I didn’t use the Specially Constructed Vehicle clause. I just went to DMV and did a dual registration on an off road bike giving it a plate in addition to the green sticker.

special construction if for custom built stuff. The chp will assign a VIN # (blu tagging) for something that either doesnt have one or the # has been damaged. If it already has a VIN, they will just verify it.

Dual sport is totally different from dual registration.
dual sport of an on/ off road type of bike, not type of registration.
Dual reg just means it is licensed for both on and off road use.

I just walked in with my off highway registration and asked them. They gave me an essay style form, I think it was a change form I wrote on the form that I am making a permit modification to this vehicle and I will form now on pay 2 registrations one for street and one for off highway. They also gave me a vin verification form and a list of everything I needed to bring back. 1. Break and light inspection 2. Completed vin verification 3. Change form. I went out bought all the parts bolted everything up got everything completed ect. ect.
It was a lot easier than the time I got a room addition on my house permitted.

yes, you can ride any where with a street plate.
there is a down side: OHV parks do not get any money from the street registration fees ( to maintain/ run the OHV parks), as that money is largely provided by off road registrations (green/ red stickers)
if you want the advantage of a street plate and to get monies to the OHV parks, you can dual-register your bike (street plate + off road sticker).

And oh be advised a lot of the federal lands are shutting the fire trails to motorcycles plated or otherwise! You can still take your 4X4 in but not your bike:wow

no, you don't.
I don't know how one would go about making a direct contribution, but something to consider is that when funding studies are done, the number of OHV registrations, and where they are geographically, are considered. So, it's not just a thing of getting money into the OHV funds, but also a way to be counted as a number to be considered. They will not know you are there with just a street reg. This helps none of us, even with a donation.

Thats SO lame... It should be based on tires, they should let you ride if you have 50/50 --> street tires... Since they made this rule because people wander off the main road...you cant do much wandering on semi knob tires making it 5 feet up a hill before spinning! But i can see why they wanna get rid of knobbies...or 16 paddle hill climb tires haha

A lot of the time, green sticker money works against us and goes into the pockets of naturalist who enjoy counting how many endangered fuzzy legged bull frogs hop by in one square mile :rolleyes
Pete Wilson did this with green sticker money years ago, used it to pay for BS stuff.
Quick Question:
I have a plated 1977 XL75
and a non-plated 2002 XR100
Im trying to get my XR100 street legal...can i just say the XL75's frame cracked so i replaced it (with an entire bike lol) but seriously, cant you get them to transfer vin#'s over to replace damaaged frames...and engines...and all other parts lol again.

In other words, do the green sticker or red sticker become unnecessary once you go to the license plate?I've been told that if you have the plate on, you need everything that goes with the plate... lights, reflectors, turn signals, mirror, etc. if you pull the plate off and just have the green sticker though, you don't need all that shit on it.
can anybody verify this?
