I had that problem with a handheld cell phone and the phone in my Benz when trying to get Verizon service.
You have to walk-in to every office until you find one who will do it for you. Or you can Google it and find the unlock code.

Apparently AT&T is still holding out on 'reactivating' their cellular service... so they don't want to unlock their chipsets to work with Cingular.
Of course, if the proposed merger goes thru it'll be irrelevant.
