hey, the extra patch of leather (for shifting) on my oxtar left boot is worn out - any recommendations on where to get it fixed well and not too expensive?

A cobbler. Shoe/boot repair seems to be a long lost art.
Keep in mind a cobbler can also work with other items of similiar materials (purses, wallets, briefcases, etc)
Price varies, but will definitely be alot cheaper than buying another pair.

thanks, i called a couple of them, but did not get that warm fuzzy feeling that they knew what i was talking about and they would not give me a ballpark figure. my concern is that they not mess up the waterproof goretex liner and that they use the right 'grade' leather on the top.
i hate to take a chance w/o a specific recommendation, and intersport fashions customer service is clueless as ever,
