So at work we talk about a lot of wierd things. My co-worker was talking about witnessing someone running over a cat in front of her house. The driver of the truck picked up the dead cat out of the street and placed it on the sidewalk, and drove off.

Another co-worker says you need to legally stop if you hit a dog but not a cat. His reasoning was, "Because a dog needs to be licensed, a cat doesn't."

Is there a law regarding running over an animal which you KNOW is someone's pet?

I don't know the exact law...

But a dog is someone's property... a cat is not (since they tend to wander).

A loose pet (dog, cat, goat) that is in motion is at fault unless the driver can be proven to have intentionally struck the animal. If someone runs over a cat by accident, there is no obligation to make a report if the total vehicle damage is under $750. total. In the case of a dog, the driver is obligated to make some attempt to notify the owner of the dog. In any case, if the dog ran out into the street, the owner of the dog could be held liable for any damage or injury that resulted.

And, Dragon is correct; a dog is considered property and a cat is not. It actually has nothing to do with licensing of a dog. It has to do with an interpretation of the law relating to damaged property.
