Why do they not "call in/11-95" traffic stops like locals do? (or at least require solo units to radio in or use their MDC before making contact)

edit: maybe you guys do now- been a while since I was in the biz here- but a few years ago- it wasn't done
 
Per Policy..... We're not required to put out our stops betwen the hours of 0600 to 2200. Outside of those times, we put out all of our stops...
