My sister lives with her back fence ajoining a park. They have a great German Shepard that is very friendly if aquainted with properly however if provoked through the fence he gets very loud and riled up.

Often (this has happened several times) punk kids will stand in the park behind her house and tease the dog; making dog, cat, chicken, animal sounds to get him all worked up.

They've been yelled at to knock it off several times but that hasn't worked. Are there animal harassment charges we can threaten them with?

I say its time we have a "friendly" visit with your neighbours.

Loosen a couple of boards in the fence, so the pooch can 'escape' when supremely riled!:shhh :teeth

Call you local animal control. Most counties / cities have ordinances about annoying and harassing animals.
