So I'm helping a friend clean up a used Ninja 250 to be her first bike. its typical 10 year old looking, but its only got 4k on it. The catch was it was used in Hawaii, so things are a little oxidated here and there. Anyway...

I finnaly got the throttle and clutch cable behaving in a civilized manner that I though would solve a problem with the throttle idel sticking, but it hasn't.

As far as I can tell, the throttle linkage is closing completely, and the idle screw is backed out completely. The clutch slide is all the way to the side, so I assume its off. Could there be something else going on?

This was the behavior when she got it. It woiuld idle a little high, then once in a while the idel would get stuck a few thousand higher and come down after a while. I had thought it was the throttle and or the choke controls, but those work now very well.

Now its even worse. Now when it starts up it jumps straight to 6k, playing with the choke only increeses it to 9k. Throttle does the same thing. Could it be that the cab is just gummed up, and the controls are't really effecting the carb?

What could it be? (I hate carbs, give me FI and a laptop anyday)

Disassemble carbs, clean all parts, reassemble carbs.

First things first. Disconnect both throttle cables from the carb body and warm the bike up. Set the idle speed and syncronization without the cables hooked up. Blip the throttle by hand and make sure it revs smoothly and returns to idle with no hanging. Then hook the cables back up and readjust them.

Now, I am by no means a professional wrench, but if what Alan said doesn't work, and you've throughly cleaned the carbs, then read on.

I had a similar problem on a GS500 that I was working on. Turns out that what was happening that the axle that the butterfly valves were on were corroded. The left valve was connected directly to the throttle cable and would open and close fine. The right valve was connected to the left via a lever and spring. Since the spring didn't have enough force to completely close the right corroded valve, it would stay open partially, resulting in a "run away idle."

You might want to try and pull the carbs and see if one of the valves feel stiff. If that's the case, than it's probably new carb time.
