2 Hawk 650 projects

I have a pair of Hawks that I need to unload. Both are easy projects. Both are modified: M4 exhaust, 2BR exhaust, Supertrapp exhaust, 2 F4 front ends, 2 Fox shocks, one has Hi/per form solo seat and sub-frame, one Corbin seat, spare F2 tank, numerous carbs, airboxes, K&N and pod filters, jet kits, both engines are mounted and complete and should run - one has ported heads, lots of tasty aftermarket parts, lots of spares. $4000 takes them both with all the spares. If you just want one, ~$2k +/- depending on configuration and spares. Both have CA titles - one clean and one non-op the other expired and/or messy...

Are they street legal?
Speedo?
And why are they projects?
Do they run?

I bought them both as projects - one would be easy to put back on the street, the other is best suited as a track project. I was told both run but haven't heard either yet myself. They both need exhaust mounted, carbs mounted and a battery to run. As I recall they both have less than 20k miles. I'm not sure if I have a complete set of gauges for either one - I do have at least one good tach with custom mount.
