Maybe they're moto officers. I noticed the ones with the helmets are also wearing boots.

it's brazil...and I don't think they are tied down by the constraints of police brutality that the u.s. is. :teeth

Rules are the same everywere-Cops tell you to do something you do it.

Only difference that in US they will ask you nice and for the long time while in other countries they do it once ,than billy club to the nuts so next time poor man will comply.

Sometimes to much freedom is bad.:2cents

He has terrible form. You need to to lean into your swing. Also, there's one cop standing in the back not doing anything, and one on the right with his back turned. There's enough room for at least 3 more cops participating in the beatdown.
