Quick question somebody was pulled over for no rear relflector and ticketed so whould red reflective tape-stickie be enough or not good enough

The red and amber reflectors that come OEM are required by DOT. Removing them is okay, so long as you do not operate on the street without them during hours or conditions defined in the CVC as "darkness."
I believe if your reflective tape meets or exceeds the specifications (size, color, relative position and % reflectivity) of the original manufacture, you should be okay.
It does not matter what configuration a used bike was in when you bought it or what configuration the dealer changed it to prior to delivery. It matters what specs the manufacturer delivered to DOT to get approval or the specs they followed to comply with the standard set by DOT.
Look at any number of "bone stock" bikes and you will get the spirit of what is required. Get some good quality colored 3M tape and add the same number of square inches to the right places and you should be golden.

Usually the reflectivity of the red rear brake light assembly will meet the requirements for the rear. The red on the side can be placed on the swing-arm, so long as it is visible during operation. The amber on the front is usually on the front fork.
There are actually reflectors in this pic... I know you might not notice them, you might not even see there is a new bike in the pic... but there is.

really? so a person should not be ticketed for no reflectors during daylight hours? (very sunny out)
good to know, hope I don't ever have to find out for real.

24607 CVC: Every vehicle subject to registration under this code shall at all times be equipped with red reflectors mounted on the rear as follows:
(a) Every vehicle shall be equipped with at least one reflector so maintained as to be plainly visible at night from all distances within 350 to 100 feet from the vehicle when directly in front of the lawful upper headlamp beams...

Nope, it specifically states "during darkness."
24601. Either the taillamp or a separate lamp shall be so
constructed and placed as to illuminate with a white light the rear
license plate during darkness and render it clearly legible from a
distance of 50 feet to the rear.

Fix it cite, but great PC to stop and see if the rider is licensed and if the bike is in order. Lots of stolen bikes out there as we all know.
