i want that for convenience but dont want it to break in times of need
Why, can i ask, would you need something like that? It takes about 2 seconds for me to undo my helmet...i'd spend more time fumbling with the latch and getting it clipped in just right or pinching my neck with the edge of it. Also, it doesn't appear to have a way of storing the excess strap, which would be annoying as fuck.
(Not trying to rain on your parade here, it just seems a little pointless)

In short, no, they're not safe. They're not even legal, so they're DEFINATELY not safe. Go to your local Cycle Gear and look at one- they sell the exact same thing.

Lets start at the beginning here: Why would you need one of those? What is the issue with using the strap and D loops on the helmet? I remember having issues for a little while, but once I figured it out I would never use a plastic clip.

seems like a little upward force on the helmet straps.. like from your helmet being forced off.. would bend that lil plastic thingy and the metal pieces would disengage. ya then ud be in hot water to say the least.

First off, you don't have to buy from fleabay, you can get those at cycle gear or SCC. They are DOT approved, i.e. legal.
I have used one several years ago and had to dremel it off after about a week of usage. It does save some time (about 5 seconds) putting on/off vs. the traditional D-ring looping. The reason I didn't like it was because it pinches the fuck out of my neck. It is not comfortable trying to fit the square-shaped bugle under the neck.
Save your money, really.

Cycle GEar used to stock these years ago but stopped selling them.
