I think he means the small bridge that you go over as you climb out of the resivoir. On the way up its a tight left hander then goes up a steeper part of the hill about a mile from the stop sign of Mt Umunum. Interestingly enough that bridge has been the spot of 3 cyclist (pedal powered) deathes over the years, the most recent was about a year ago.
