Random piece on boot

I bought a pair of Oxtar TCS Evo's a few weeks ago. They're nice and all, but they've got this random velcro piece on the top outside of the boot around the calve. What's it for?

The velcro is to adjust for different thicknesses of pants that you tuck into the boot. Looks like you can tuck in your jeans, textile pants or possibly leather pants, depending how thick your calves are. :)
