Its San Mateo County's DUI campaign. 23 Police agencies in San Mateo County. Tonight there will probably be around 50 police cars from all the San Mateo County agencies patrolling north county looking for DUI's. It goes on throughout the Holiday Season.

I'll be on the Avoid the 23 North County DUI strike team next weekend. I'm really looking forward to it.

I received my first "Avoid the 23" (http://www.rwcpd.com/avoidthe23.html) pin back in 1993. I've received 3 more since then.

BTW, it is Avoid the 23 in San Mateo County, Avoid the 13 in Santa Clara County, Avoid the 21 in Alameda County.

I read the link you posted, but could you ellaborate more on these campaigns? Does it simply mean that departments will have extra officers patrolling their individual cities? Or is it more of a collaborative effort between all 23/13 departments? For instance, will you be patrolling outside of your city?

It is part of a Statewide campaign, primarily funded by Federal Traffic Safety grants. It is managed within each county and strike teams, made up of officers and deputies from throughout the county are fielded by "hosting" agencies. In most cases, the hosting agencies are doing so to fulfill annual goals (requirements/obligations) that are attached to traffic safety grants they are still working to satisfy. There is a county coordinator that handles press releases and publication of stats.

To answer your question. Yes, it consists of officers working throughout their county, outside of their usual jurisdictions, targeting DUI drivers. Stats are kept and tabulated, then published daily. There is also a running total for DUI arrests, DUI accidents and DUI fatalities. Those numbers are compared to the ones from the same time the previous year, agency by agency and overall. It is sort of a competition.. with no prize.. just braging rights. The goal is to reduce DUI accidents and fatalities, not just to get the most arrests.

In the spring, they hold a luncheon and announce the results. Officers with 5 or more DUI arrests during the campaign period get a tiny lapel pin as recognition of their achievement. The officer with the most DUI arrests from each agency gets their badge put on that poster (pictured above) for the next year. The program has been going on for about 25 years.

I think that about sums it up.

So what's "wet reckless"? Slightly DUI?

It's a term for a reckless driving conviction, where the DAs office may reduce someones first DUI to a reckless driving conviction instead.

I worked the Central San Mateo County DUI Task Force last night. At about 0230 a Foster City Officer was struck in Burlingame by a woman on a cell phone. The officer was getting back into his vehicle after a stop. The woman swerved over while dialing and took out the driver door of the patrol car. The door was bent forward. The vehicle brushed the officer. The officer was not injured, just shaken up a little. The woman was not duece believe it or not. 22107 on cell phone!

From the Merc:

Santa Clara County nabs more than 400 suspected drunk drivers so far
Statewide campaign - Avoid the 13 - in 34th year

Cops have nabbed more than 400 suspected drunk drivers on Santa Clara County roads since Dec. 14. The arrests are part of Avoid the 13, a 34-year-old statewide campaign to reduce drunk driving over the holidays. There are 125 Bay Area law enforcement agencies helping out with the effort that runs through New Year's Day.
Police have arrested 412 drivers they suspected were under the influence, said Jan Ford, spokeswoman for the program in the county. That's a five percent increase over last year.

No one has been killed by an impaired driver since the holiday enforcement began, she said. By this point last year in Santa Clara county, two people died in crashes involving drunk or drugged drivers.

San Jose police lead the way with the most arrests, having pulled 75 drivers off the road. The Californian Highway Patrol arrested 59 people. Morgan Hill officials have taken in 48 drivers and Palo Alto arrested 42.

Statewide, CHP officers have arrested 977 suspected drunk drivers, up from 953 last year.

Sharks player Ryane Clowe arrested on drunk-driving charge

Los Gatos police arrested San Jose Sharks left wing Ryane Clowe early this morning on suspicion of drunk driving, officials said.
Officers pulled over Clowe at around 2:27 a.m. for a minor traffic violation on Highway 9 near the on-ramp to northbound Highway 17, police Cpl. Dan Accardo said.

Officers believed Clowe, 25, was under the influence. The Shark, who has been out with a knee injury since Oct. 28, agreed to a field sobriety test and failed, Accardo said.

Clowe was booked into Santa Clara County Jail and released sometime this morning.

"I am embarrassed by what happened but take full responsibility for this regrettable mistake," Clowe said in a statement released by the Sharks. In it, he apologized to his teammates and fans for the incident. Clowe also noted that he violated a team policy on drinking and driving that says the team will reimburse players for the cost of a cab if they drink too much to drive.

Sharks Executive Vice President and General Manager Doug Wilson issued a statement saying that while the organization is "extremely disappointed," Clowe "has stepped up and acknowledged that he made a serious mistake and is preparing to take responsibility for his actions."

Clowe, who is from Newfoundland, Canada, has been out of the line-up since he tore ligaments in his knee during a Oct. 27 game against Columbus. He had surgery several days later. By Dec. 4, the winger - a fan favorite for his aggressive play - was again traveling with the team but still unable to skate.
His arrest comes four months after the NHL suspended former Shark Mark Bell for 15 games because of a hit-and-run conviction in Santa Clara County. Bell plowed a rented 2003 Toyota into a 1981 Datsun pickup truck at a stop sign near the Milpitas-San Jose border around 1 a.m. on Sept. 4.

According to police reports, investigators found Bell sitting on a curb less than a half mile away from the intersection where the accident occurred. Police said he had a blood alcohol level of .15, well over the legal limit of .08. The crash sent the pickup's driver to the hospital. He needed several staples to the head to close a gash he received in the crash.

Bell was sentenced to six months in jail in August. He will serve his time over two summers so that it won't interfere with his new job, playing for the Toronto Maple Leafs. The Sharks traded him to Toronto in June.

So far we have had 3 DUI-related traffic deaths in the Bay Area since December 14th at 6 pm. There have been a tad over 1500 DUI arrests in that same period. Based upon previous stats, 5 more people will die in DUI-related crashes between now and 0000 hours on the morning January 2nd.

Hopefully it won't be one of us (BARFers). Be safe out there.

We finished our participation in the "Avoid the 21" campaign last night at midnight. From 12/14/07 through 01/01/08 our agency made 154 DUI arrests. We had one DUI related minor injury collision. Its not just the officers out their busting tail to keep the roadways safe. Its also the dispatchers handling the extra radio traffic, jail personnel dealing with the extra bookings, records clerks processing all the reports, and now the court system prosecuting all the cases. Its a team effort, but with very positive results.

Thanks go to all the LEOs out there working over New Years. I was driving home to Sunnyvale on 101 and the CHP had to deal with a double SUV rollover accident blocking 3 lanes. Now I know the holidays bring out more drunk drivers and the LEOs have to step up enforcement with the avoid the 21 program, but do you think if the same type of program was in effect off season there would be close to the same amount of arrests? I'm just trying to get a feel for how many drunk drivers are out there at any given time.

Yes I do believe we would see similar numbers. People just don't get it. They drink or use drugs and then get behind the wheel. Too often they leave innocent people injured or dead due to their poor decision making skills.

I talked to many inebriated drivers over the last few weeks who felt they were fine to drive, yet their balance and cognitive skills were clearly impaired. I heard several drunks who were arrested say, "I've driven when I was way more drunk than I am now."

If I had the resources I would have a several DUI cars out patrolling every night.
