biker goes between these parked cars and the waiting one (where bicycles usually go but there is no bike lane, just wide lane). alas one car turns sharply right to pull over. hits biker with front fender...

Betting the moving vehicle is going to get the blame. The biker at most be getting a traffic ticket.

i didn't really get your description so idk if this has anything to do with the incident but if the car had no possible reason to believe a vehicle would be to his right he wouldn't be at fault- ie. if someone is passing you on a double yellow and you turn left and hit the car i believe the car passing would be at fault.

It "appears" that the car in the case would be the at fault vehicle. Vehicles are permitted to pass on the right, given they do it lawfully- speed, not leaving the pavement, not in a bicycle lane etc. The car in this case made a right turn from something other than the right edge of the roadway.
Thats how I see it with the facts at hand.
