Don't think I'd be Keen on getting in a fight, chasing a suspect on foot or engaging in any other physical activity in full riding gear.

A modular helmet seems like a great idea, but I imagine the visibility provided by 3/4 helmets is superior.

Seems like there could be something more protective than the current gear they wear, but still allowing for mobility.
