Source? The WR I recently bought has an emissions sticker that specifies off highway.

As far as Ca. guidelines ,restrictions,requirements for vehicles converted to "duel purpose", that information can be found at www.dmv.ca.gov

When I plated My WR's- I had to go and Read,understand,and comply with what is required..Anyone seeking the information can go the website provided and find out what it takes in the State of California to register their vehicle as Duel purpose.

dmv's web site is massive, with thousands of pages. you didn't link to anything specific. maybe a better comparison would be posting a link to BARF as a whole, when the data are contained in a couple specific threads.

and as I said, the emissions stickers specifically refer to off road:
