I think there are people you can hire, on a temporary basis, to move in and make living there hideous.
 
A neighbor of mine bought a rental house as an investment. His very first tenant turned out to be a deadbeat. He went over and confronted the tenant and lost his temper. The tenant immediately called the police and then got a retraining order. It took him like 6 or 8 months to get the guy out. After he fixed the extensive damage, he sold the house.
I'd bet that had your neighbor done due diligence on checking the background of that guy, he would have found that the guy has been a squatter a bunch of times before and knew the tricks.

As much as we think it'd be cheaper to do the rent ourselves, using an agency to handle rentals can be the better and cheaper solution.. I've heard of too many stories of crappy tenants, a lot of crappy people out there, unfortunately and CA laws give them all kinds of cover to make landlords lives hell if they know the tricks.

Rented a room to an ex girlfriend who was in need of a place after the wife and I divorced. Rent is $500/month, just under half my mortgage.

After about 6 months my bank let me know her latest check didnt go through. Not bounced, a stop payment. I was at work, gave her a call and told her to get all of her shit out today and not be there when I got home and this is our last conversation. If you're not moved out, I will move your stuff out.
Got home to her truck with camper and other truck on a trailer in the upper driveway. I pulled into the lower driveway in front of my shop. Brother and buddy were in my shop working on brother's truck. I grabbed a beer and started helping out. The exgirlfriend roomie came down and started a rather good rant. I didn't even acknowledge her existence. She was done with me and started in on my brother. I gave brother a look to stop. He did. She ran out of steam, wasn't getting the back she was putting forth.
She left the shop, got in her truck and left. Buddy commended me on the non involvement.
Few hours later the sheriff showed up. Noise complaint, fighting. I started laughing, buddy was gone and my brother started using his mouth. Gave him another shut the fuck up look. He did. Talked to the sheriff for a few, let him know what was going on and that everything here is good.

I don't know if you can do this in Cali but here in the swamplands I can call the city court and ask if a perspective renter has a judgement against them. I had one renter who F'd me over that I evicted have the court clerk read an appeal to me to not go to judgement as he was going to move out I said nope don't want this to happen to someone else so lets enter a judgement on his sorry ass. If he hadn't left my place a mess and also left a ton of ansty food in the refrigerator I may have been more forgiving but nope he screwed himself.

I have a tenant who is from Louisiana and has about 50 rental properties there and its exactly like you have stated as far as checking with the courts or evicting someone

The last last eviction I was involved with took over a year before it was all done - at times I hate this County and State

In my case, the tenant wasn’t paying rent and the house needed serious work. My attorney explained that California allows a “substantial renovation” eviction only when the repairs are big enough that the tenant cannot safely remain in the home. Structural work, foundation issues, major plumbing/electrical anything requiring permits and making the place unlivable qualifies. Cosmetic upgrades don’t.

He also warned me about retaliation laws. If you act too soon after a dispute, the court assumes you’re retaliating. So we let six months pass. After that, he served an end‑of‑tenancy notice under the major renovation clause, and the process moved quickly and cleanly.

He billed $450/hr, but he worked fast. Total cost was under $4,000. His words from day one stuck: “It’s a good thing I’m your lawyer, not hers. Don’t worry I’ll handle this.” And he did.

• Use the major‑renovation clause when the work truly makes the home uninhabitable.

I did text my bud letting him know about a potential vindicative X-GF of sorts.
Told him to bring his valuables to my office if he wishes too. I knew his Mom very well and she did have some nice jewelry and such.
