While I think the semantics are silly, I kinda get it. CHP is an enforcement agency, so it's very easy to take any "guidelines" set forth by them as pseudo-law.

As the ticket givers however, They went out of their way to give the moto public tips- based on facts, experience and statistics- as to what is Safe and Practical and what is Deadly, Citeable, and potentially will cause us to lose our rights with a law change.

Also an enforcement agency ) AnD the MSF and track days and Cyclegears should all have these guidelines as brochures or fliers, but you can't pick on the CHP for going out of their way to help increase safety and awareness any more than a safety guideline on stopping to fix your flat tire.
