Cops were called to someone causing a scene. 5149 was the code used, I know 5150 but not sure what 5149 is...
 
It's usually referred to as 5149, 5149 and 1/2, etc...

It's means the person is a loony toon, but doesn't qualify for a 5150 hold...damn close, though.

Basically, it's street lingo, that isn't always appropriate...kinda' like NHI (no humans involved).

RC3 is spot on. What you may not be aware of is that "51-50" (fifty-one-fifty) is a reference to the California Welfare and Institutions Code, section 5150. It is the section that gives police and doctors the authority to place a person on a 3-day mental health committal, if they meet certain criteria; a danger to themselves or others, gravely disabled as a result of obvious or apparent mental illness. That 3-day committal can and often does lead to a 30-day committal.

I know a lot of people are familiar with it from the Van Hagar album and other pop or rap music.

Placing someone on a formal 5150 hold is a serious matter and the criteria is pretty specific. As RC3 mentioned, if a person falls short of the criteria but is obviously close... we call them 5149 or fifty-one-forty-nine and a half.

NHI; no humans involved. I haven't heard that one in years.
CBAV... cannot be a victim... that is one I hear a lot.

I prefer person is CCFCCP. Coo coo for cocoa puffs. Yeah, 5150's are serious business, unless you have an uber opinionated fire department (or firefighter as the case I witnessed) and a easy going cop. It was actually kinda sad. I mean, from what I hear, 5150 is no joke, and it stays on your record for a while. The one's I feel most bad for are the kids that are like 13 or 14 that mentioned off hand they want to die, and the principal overhears it and next thing you know, 72 hour hold. Sigh.....

And Black Sabbath's E5150 is a seriously insane song. Although the 5150 may not reference the code at all . . .
