What parts?

Pan blurs background and keeps car sharp.
Pan doesn’t steady spinning wheels though. So wheels and brakes show motion blur.
 
The front and back edges, and little white bits sticking up seem to have a short trail, but the adverts and center of the car are sharp.

The panning shot of a high speed car or bike is probably one of the most difficult shots to take. Not only will the camera pick up sideways motion, it will pick up vertical motion as well, whether from the subject or the photographer....

That shot is pretty awesome.

Gentlemen, it is an HDR of 5 images taken in high wind and does not have the sharpness that I would consider worthy of printing.

It makes a good image for the screens, but I'm afraid a print would expose all the flaws.
