TAKE ACTION
The Recreational Trails Program (RTP) is administered by the Federal Highway Administration and is reauthorized every several years by legislation known as “transportation reauthorization.” Congress is beginning work on the next transportation reauthorization legislation before the current iteration expires in 2026. As a result, the House Transportation & Infrastructure Committee and the Senate Environment & Public Works Committee are urging Members of Congress to submit legislative priorities they would like to see included in the upcoming highway bill.
Background on RTP:
RTP embraces the “user-pay/user-benefit” philosophy of the Highway Trust Fund, returning federal tax on fuel used for nonhighway recreation to the states for trail projects. Fuel taxes are paid only by trail enthusiasts operating gas-powered vehicles, but funding is available for all recreational trail activities. A 2021 report from the Federal Highway Administration found “…for the past 3 years for which data is available, the estimated amount of taxes on nonhighway use of recreational vehicles is $843,422,069 (average of $281,140,690/year).” Despite this, the program is currently funded at approximately $84 million per year. By clicking Take Action, you are urging your Members of Congress to address this shortfall.
