A lot of it is just dispatcher shorthand.

OFC probably mean Officer or Office
A13-007R looks like an officer's call sign
ADVS probably means "advises"
13-S2 is probably the supervisor's call sign (hence the S)
10-39 looks like it means "message delivered" based on my Google-Fu
ENTAC = Emergency Notification and Tactical Alert Center

That's my best guess. I'm not affiliated with CHP and we use different 10 codes at my agency, so it could be slightly different.
 

Yeah, I found that too, but it didn't have some of the dispatcher shorthand. I guess you just have to think like a person trying to type as fast as possible to figure it out.

I was sitting at Kirkwood yesterday watching that incident feed hoping I was going to be able to get home over Carson Pass. It finally opened at about 2000. Made it home by 2230.

Edit: The 13 radio prefix is for the South Lake Tahoe CHP Office, so it may be CHP using different style call signs during a large event or when on special detail. Can't find anything on Caltrans call signs.
