Absolutely do this. Some HOA boards will try to do amazingly stupid things, illegal things, and things that go against the CC&Rs. Get familiar with what they're trying and what they're allowed.

Usually board members are control freaks, but only for other people, and their violations of the rules will be more egregious than what they're bothering you about. When they have to remove their flower boxes because they didn't like your garage door being open, they'll initially go tit for tat, but eventually settle into detente.
