Because it looks as if he's wearing a shirt and coat that are far too short for his arms.
Coat sleeves (and this is a problem seen in many American coats) need not go all the way to the knuckes. A correctly measured coat needs to give about 1 to half inch of shirt to show and end at the wrist joint. This guy has his arms folded so the sleeve will naturally slide forward.
Example: Look at George Zimmer, the famous purveyor of guaranteed liking of his suits, suit's sleeve length.
You can't see the fricking shirt at the sleeves and if his hand was not resting on the chair, you could see that the coat's sleeve would have gone to his knuckles like the following guy's :|
Suits need to look formal and not be an extension of pajama wear.
