Do I need a green/red sticker for a go-kart?

I recently came into my possession a pretty sweet Yerf-Dog go cart. I've been looking around and can't seem to find a definitive answer on whether or not I would need to green/red sticker it if I wanted to use it on public land (BLM most likely). Some threads I've run across said the DMV doesn't OHV reg go-karts because it's not necessary. However, when I read the rules for places like Cow Mountain, it eludes to the fact that all OHV need to be reg'd. Any insight to this conundrum?

If there is a stamp somewhere on or near the engine saying if the engine meets CA emissions and sound levels then you should be able to get a green sticker after you take it to CHP for inspection. If there is no stamp then it would receive a red sticker. This is the information I received when I wanted to get a sticker for my 1969 Bonanza mini bike. I also had to get a VIN number stamped on from CHP as well (it never had one). It got to the point where it was too much work so I never took it all the way, but this should set you in the right direction. Also this was about 4 years ago.
 
There is a sticker similar to this one, except it says 2006 instead of 1995-2005. So would this be green stickerable?

Your not gonna want to take that to cow mountain. There are 0 trails that you would be able to drive that on. Just a heads up.
 
What makes a vehicle green or red sticker is if it meets CA emission standards on the date of manufacture. Green sticker being compliant and red for non compliant. I would contact CHP and set up an inspection. If your serious about getting it registered it shouldnt matter what sticker it gets at this point, without the sticker your stuck to closed courses and private property. Also red sticker season is almost here in a couple of months.

Cow Mountain does have a main road going through for this buggy to play on. It deffinately does not have a lot of accommodations for a vehicle like this though.
