It really didn't. Construction was slow-walked thanks to some fucking NIMBYs worried about seagulls :facepalm
 
Saw this on the book of faces, in a thread announcing the Santa Cruz Wharf is still open, and showing what areas are open; someone took the official diagram and updated the legend a bit.

Yep. From Butch’s article

"And then also, just for normal maintenance, they implemented a 300-foot buffer around any nesting seagull. So, if you look at the wharf, it takes five seagull nests to basically knock out the entire wharf," Bombaci said. "The irony is, if you lose the structure, the birds lose their nesting area. So everybody lost."
