Express lanes: how do they work?

I come across these so called express lanes and the signs are a bit confusing


It says +2 in a vehicle or fast track

So I thought those single drivers with a fast track can take the express lane yet they get pulled over

And I also take it that you have to stay within the double solid white lines and not allowed to exit until the designated areas

I take it its just another revenue creation by the state
 
The HOV lanes where there first and no one was using them

So they decided to monetize them for people willing to pay.

Has been this way in LA for some times. Lots of arguments about it.
 
If you have 2+ then you can use the lane for free. If not, you can pay to use it via fastrak
 
There are fastrak readers every so often on the roadway. If your Fastrak was read and charged, there's a light facing ahead that flashes green. If you didn't pay, it flashes yellow. The CHP often sit just behind the signal lights and watch. If a single occupant vehicle flashes yellow, then that person hasn't paid and doesn't have 2+ people, so they light 'em up.

There's also a provision in the law that created & funded this project to create some special CHP cars equipped with Fastrak readers so that a CHP car could pull along side you and see if your Fastrak is live and reading. If not and you don't have enough passengers, they can write you. If I recall, the initial funding for the I680 HOT lane project was about 250000 to equip 5 cars with the Fastrak readers.

the fastrack peeps say, that if you are legally using the express lane free with passengers then you have to put your transponder device in the supplied mylar bag , otherwise it will read and you will be charged

Drop it into the center console and close the lid. That's what I do and it doesn't read.

As for "how do the cops know not to pull you over?". They have eyes like hawks. They can see for miles, and even through you if they want.:teeth
I sometimes think that they've left me be even though they could have given me a ticket (for speeding not illegal use of HOV) because I saw them nearly as fast as they saw me. I've gotten a wag of the finger as they've ridden by or pull-over-and-stern-verbal-dressing-down. The only time I've gotten tickets is when I don't see them coming.

(knock on wood; now I'll prolly get a ticket on the way home from work today for posting this)
 
About a week ago, I saw a motorcycle CHP splitting at like 70 mph in heavy traffic at around 8:55 AM, looking into the windows of each car in the 680 carpool. Then he came upon an Audi with tinted windows so he went two lanes over and to the front, and positioned himself to get a 45 degree angle view through the driver's front window. He saw no passengers, and flipped on the light and came back behind the audi. The whole tactic seemed incredibly dangerous.

The Audi driver would've been me, but I had a radar detector that heard him coming :twofinger
 
What about reading your license plate like the bridge toll plaza? Or must you have the transponder to use the express lane? I've thought about how people who are registered keep from getting charged when they carpool.
 
I read on RoadShow that soon FasTrak transponders will have switches. You can select 1, 2, or more occupants--but still cant turn OFF, so will need bag if you do meet requirements for lane use or risk paying.


Basically, some times of the day/week the lane is free for all. Others is free if carpooling requirements are met (depends on 2 or 3 people), or single riders can pay premium to use (I saw $15 once for the Sunol grade...:wow, traffic wasnt even THAT bad!). Motorcycles are free as they always meet carpool requirements.

I dont think they have photo enforcement..yet..of the express lanes.
 
express lanes are TAX makers. both in just taxes and in tickets.

we pay
fuel rd tax,
sales road tax,
dmv road taxes,
bridge tax,
part of our property taxes goes to the roads.
state income rd taxes,
fed income road taxes,
and fools are willing to pay more in taxes to use the roads we all should be allowed to use, as we have paid our taxes already.

You must have the transponder. License plate scanning cameras can't know how many occupants are in the car. If you don't want to get charged, you can put the transponder in the mylar bag.
