I've seen quite a number of plates damaged by exposure to the environment. It's a pretty well known issue for years now. https://www.sacbee.com/news/local/transportation/back-seat-driver/article28724602.html

Note that In CA only the numbers and letters of the registration are paint. The reflective background is a sticker applied to an embossed but unpainted bare aluminum plate, then the paint is applied to the letters / numbers, then a clear sheet on top of that.
There are a shit ton of them that have been very obviously intentionally grinded off. They're all over the place. And usually only around the numbers. It's strange how it happens only around the numbers. :laughing

But sometimes they get a little overzealous and grind off the bottom part of the California as well.

front, rear - or both? seems like a stupid amount of effort to grind off a front plate. haven’t run one on numerous vehicles for many years, encountering many leo’s who were fully disinterested in engaging on that infraction. i get it if it’s rear, but that’s off topic. no?

New vinyl plate? Did you buy it from the authorized company and obtain a DMV letter stating you are a participant in the pilot project?

You can't cut it down at all, not legally anyways.

The pilot program did end on Jan 1, 2023. But on October 5, 2022, the Legislature of California has signed the AB-984. License Plate Wrap is here to stay. We are just waiting for the new document from DMV of Sacramento to update our website and our social media. Not the front plates, like you said, if they even have them. I'm only seeing it on the rear plates.

Ah, good to know.

I hadn't kept up with the current status. I'd bet the DMV is still working on rolling out the permanent programs to other vendors and such.
