California lawmakers scramble last-minute bill to block ICE use of electric shock gloves​

I don't get it.
"It would also prohibit law enforcement agencies from purchasing the items and require agencies to update their use-of-force policies to reflect the ban.
In a Senate Public Safety Committee hearing Wednesday, Sharp-Collins said that the gloves are not currently in use in California by law enforcement, but said legislation banning them was necessary to prevent possible harm.
“Imagine your family, your friends and loved ones, or even yourself, being incapacitated by federal, state or local law enforcement who do not have the necessary training to ensure that you don’t suffer from adverse health effects due to being shocked,” Sharp-Collins said in the hearing, arguing the gloves have not gone through adequate health and safety review for law enforcement use. "

If the tool is banned, why would you need a Use of Force Policy?
To prevent harm- maybe the bad guys/gals should consider that before they break the law and resist arrest.
That don't have training- no way in hell such an item would get deployed without training.
From where does the flowery "not gone through adequate training" come?
Nor does it define "adequate training".

We pay these people to write Bills, this is as good as they do so?

1) California can't control what weapons or tools federal agencies use.

2) Typical short sighted politicians are trying to ban something before it's even been tried, studied, or treated in California. What if it turns out to be a useful tool/weapon? It doesn't even have probes that penetrate the skin like tasers do.

3) If they're worried about some gloves, just imagine what kind of damage a firearm can do.

Respectfully, some agencies don’t seem to see the need to determine even probable cause before using force. And “resisting arrest” seems to have a very low bar for said agencies. I can easily see this device being used to get innocent people to “comply”.
