Couldn't quite bring myself to go full-on construction worker with a hi-viz vest so I picked up a reflective running vest (Nathan Streak) from Sports Authority. It's not quite as visible as a full-vest for sure, but I can fold it up into something small enough to fit into the trunk.

I have a theory that it's not so much about whether people can see you, but about whether they care. With that in mind try:

1. A white helmet, 'cause moto cops wear them.

2. A helmet camera, so drivers will know you can prove it's their fault.

Yeah I just incorporate it into my routine. I got it via a group buy here.

I've already melted two clip-in straps on hot parts of the bike :)

Otherwise, I'd wear gear that has inherent reflector strips (or buy a role of reflective tape), a while helmet (or one with some visibility green)...for riding at night a halo band is good too:

I also use my Contour camera for every ride
 
White helmet with reflective strips and figurines my daughter cut and helped me apply. Also black reflective tape on the back of saddle bags.
 
as a rider, i wear all black gear (no particular reason). but as a driver (and i've paid attention to the visibility of riders when i'm in my car - mostly out of curiosity regarding the perspective of drivers), have observed that it is the slight and irregular movement that catches my eye most often (somewhat similar to a squirrel or a bird, or even a plastic bag floating across the road). i see high vis clearly as it advances away, but rarely notice high vis approaching from behind any more than the movement previously mentioned. from a drivers perspective, bikes pretty much appear out of nowhere. and no amount of neon is going to change that fact.

OP, you're doing it all wrong. And don't listen to these zebra and WWI and DUI expert wannabe blockheads. You wanna stay safe? "Loud Pipes Save Lives" The louder the better. And your neighbors will be very thankful you woke them up in the middle of the night so they can check if their front doors are locked and cookers are off. And the reassuring cry of a scared baby to let them know the baby is alive. They'll thank you for that too. And if your motorbike has two headlamps, modulate them in alternate. Double annoying is better than single annoying.

Back to what teh Hun said, some hiviz will help being seen, but your best line of defence is anticipation.
 
Heard from police friends that barricades with flashing lights are fuckin magnets to a drunk driver.

Back in the old country, EVERY road construction site has flashing lights. Sometime random like a Christmas tree, sometimes coordinated to help direct traffic. I've never even heard of an urban legend of drunk drivers crashing into them. Actually, this is the first time I hear that drunk drivers are attracted to flashing lights. You learn something new everyday on teh barfs.
 
I just switched to a full banana jacket from my old brown one. No noticeable difference in the amount of random cutoffs. It doesn't matter what color you're wearing, because they still won't check their goddamn mirrors or use their turn signals.

That said, wearing the highlighter yellow makes me feel better in drizzly weather.

I have a brake light modulator, but I don't think I'd spend the money/time on one if I had to make the choice now.

Appliance white R100Rs with bags, white full coverage helmet. Faux cop cycle style and the cut-offs abated.

My assumption is that people have only their self-interest as a concern. They care more about avoiding a citation than about being courteous.

I wear a hi viz helmet. I typically ride with a backpack so a vest isn't really seen. When I was commuting before sunrise I would wear these on my lower legs. I work construction and our flaggers wear them at night. Plus, I have a few boxes of them so why not?
