How to buy motorcycle from salvage insurance auction?

I'm interested in buying a bike for a project, there is one on the IAAI insurance auction that fits the bill. It says "this vehicle is not ready for sale" which I guess means that they haven't received the salvage certificate yet.

Once they do, how can I get my hands on said bike? Can I restore it and get an inspection/salvage title?

I know it won't have resale value, which is something I don't care about for this.

Sorry dude can't resist but, if you don't have tools or space to fix a tire.....how you gonna rebuild a bike?
