As of September 26, 2006, the California Department of Transportation has adopted the California Manual on Uniform Traffic Control Devices (FHWA’s MUTCD 2003 Revision 1, as amended for use in California), also called the California MUTCD, to prescribe uniform standards and specifications for all official traffic control devices in California. This action was taken pursuant to the provisions of the California Vehicle Code Section 21400 and the recommendation of the California Traffic Control Devices Committee (CTCDC).
 
A few new laws for the New Year that are relevant to motorcycles.

Motorcycle Instruction Permit 12509.5 VC:
Requires persons under 21 years old to complete a motorcycle training course before getting a permit. Then they have to have the permit at least 6 month before a motorcycle endorsement will be issued.

Pollution control devices for motorcycles 27202.1 VC:
Motorcycle or aftermarket exhaust systems manufactured ON OR AFTER 1-1-2013 have to be labeled as required by the EPA.

Assessing penalties 21 and 21100 VC:
Cities and counties cannot issued local tickets (Municipal codes) for a violation already covered by the vehicle code.

Motorcycle theft 466.65 PC:
Makes it illegal to possess, give, or lend any device designed to bypass the factory installed ignition on a motorcycle.

And as other have already posted you have to have license plates mounted horizontally with the letter from left to right.

5201 VC:
Effective January 1, 2011, legislation amended CVC 5201 to include that license plates must be mounted in a position so that the characters are upright and display from left to right.
