I surely don't understand how Californistan ranks 43rd with all the big-mouthed, high visibility legislative representation we got back there. We have another $20BN deficit coming up next year too.
 
It's how much that the populace of the state pays in federal taxes versus the amount of federal expenditures in the state. Nothing to do with the state budget.

Yeah, I know that part Kurt. I guess what's the use of having The Speakette of the House be a local person if she can't bring home some bacon. Guys like Robert Byrd were legendary in steering federal dollars to THEIR states, and that meant jobs. Arnold did go begging in DC this year and got nothing. SOME federal largesse might help the the state's coffers just by getting people off unemployment and back to taxpayer status.
