if they are breaking the law, you arrest them. you don't get to hand out punishment for their actions in the form of pressurized chemical pain for "refusing the respect your authoriti".

pain compliance force was not necessary to effect an arrest or to defend an officer. fuck this guy. hope he loses his job, but nice to see he is the laughingstock of the entire world for his actions.
