I don't think anything makes this person a hermaphrodite technically. A hermaphrodite would be an organism that has both male and female reproductive organs, and reproduction is not distinguished between sexes. A penis implant or strap-on don't count. This person is clearly a woman who has had some "paint and body" work done to appear to be male. IMO...Attention Whore!
 
When I first heard about it my bizarly-southparkish-sick sence of humor (and watching to many B/C-movies) had that thought pop to mind...but if you follow the link it all gets explained.
