So a friend posted the following image on the Interweb. Are these considered Sailor Moon characters?

No, that's Kantai Collection.
 
the uniforms aren't like any the Sailor Moon characters wear.

1st season uniforms, they stay that way till the 5th season when all 5, except Rei, of the inner senshi are at the same school.

Rei and Mina attend different schools thus have different uniforms, even though Makato is in a different uniform she attends Juban high with Usgai and Ami, they just didn't have a uniform in her size because she's so tall.

Note Rei is in the same uniform she was in in the upper picture.
and the pink haired red eyed devil doesn't count.

in the third season the outer senshi appear, they attend Mugen high school, the base of the Deathbusters. their uniform looks like this.

Setsuna never appears in a school uniform, though she is a member of the outer senshi, she appears to be past college age and usually appears like this in her civilian form.
