I had posted that Kaki in P-town was the gem. It's ok, but last trip revealed the maguro and Salmon stringy as yelped. Dang it.i'm going stop trying to be helpful. It never seems to work out.

I like Amami in San Bruno. The nigiri is really fresh, but you can also order the entirely uni right out of the shell.

Kani Kosen in Pacifica has the only uni I have enjoyed in the bay. I've ordered it at 15+ places, and this is the only place at which I enjoyed it. The rest of their stuff is awesome, too.
 
Ta-ke in Oakland on Grand has been my sashimi go to for years.
never tried uni, I've heard getting it right is a little finicky, but worth it.. San Mateo Countywards sounds like the good source. just a hunch..

I think the desire to eat fresh, sweet, raw fish may be linked other, equally atavistic, but difficult and expensive to acquire, urges...so we drink da beer, shake the spear, and dance around da fire that burns da beef.:p
