Traffic metering lights

I don't know if this is the right forum for this question - if not, please feel free to slap me down and point me in the right direction!

Who would be the point of contact to report malfunctioning metering lights on a freeway on-ramp? Would it be Caltrans?

The light on the ramp from west-bound Capitol Expressway to north-bound 101 in San Jose does not seem to recognize my bike in the mornings. When a car comes up to the limit line the light immediately turns green - when I approach the limit line it stays red until another car comes up behind me. So I'd like to report it to somebody to get it adjusted.

Print a copy of your CalTrans report in a form that includes the date of your complaint.
Let them know the "loop" is not sensitive enough to pick up your XXX pound vehicle/motorcycle. Also explain what portion of the loop (the painted rectangle located prior to the limit line) you are attempting to use (if you have tried all portions, then state that).

Then, read this post and the included threads regarding inoperative or malfunctioning signals. Carry a copy of your CalTrans complaint/report with you and proceed with due caution. If you get stopped, show the officer a copy of your pre-dated report of the malfunction and a copy of this code section:

21800(d)(1) CVC "The driver of any vehicle approaching an intersection which has official traffic control signals that are inoperative shall stop at the intersection, and may proceed with caution when it is safe to do so."

While you are not at an "intersection" per se, the spirit of the law should cover you if the traffic control signals are inoperative. So, try to incorporate as much of 21800(d)(1) CVC into your report, such as:

Dear Sir or Ma'am, When I approach the official traffic control signal (metering light) in the leftmost (or rightmost, whichever is the case) lane on the northbound Hwy. 101 on-ramp from westbound Capitol Expressway in San Jose, I have repeatedly found that the signal is inoperative and malfunctioning as it does not recognize my vehicle (a street-legal XXXcc motorcycle) no matter what portion of the signal loop I negotiate in an attempt to trip the metering light in an effort to get the green signal to proceed.

This malfunction results in my needlessly sitting at a red signal for several cycles while vehicles in the other lane get cycled through normally. In most cases, I have had to wait for another vehicle to come up behind me (to trip the loop), but quite often they change lanes when they see me needlessly sitting there while the other signal is cycling properly. When no one else is there or no one will pull up behind my vehicle to trip the loop, I am forced to proceed with caution on the red signal when it is safe to do so (in the spirit of 21800(d)(1) CVC).

This has been an on-going problem and I am hoping that the sensitivity of the signal loops on the northbound Hwy. 101 on-ramp from westbound Capitol Expressway in San Jose can be adjusted immediately to remedy this problem. I have been told this is the proper method to report this problem to CalTrans. If it is not, please forward it to the appropriate authority so this issue can be addressed as expeditiously as possible.

are motorcycles allowed to use the carpool bypass lane or is that the lane with the issue? I looked at google maps and it doesn't look like you can see where the loops are, are you sure you're stopping over one? It may just be that you're stopping in the wrong location. Try stopping with your front tire about 6 feet from the limit line in either the left or right wheel track (3 feet from the lane line).

Motorcycles may use HOV lanes unless posted otherwise. We have covered this at length in the forum. And, I was not a little off.. the link I posted is the correct one for Region 4 CalTrans Maintenance Requests. It goes directly to the Region 4 CalTrans Maintenance people. The form you posted is a general Statewide form that must be re-routed to the appropriate Region. :twofinger

the Caltrans webpage sucks - very poorly worded IMHO. The form you linked says...

this link in my post above (and the Caltrans webpage) takes you to the maintenance request form. Either way it will probably get to the right person eventually and the loop detector may or may not get fixed... :thumbup
 
i rmbr when they ddint have traffic lights at the bay bridge or any freeway onramp.. it only causes more traffic, especially during carpool hours MY GOD! it causes more traffic on the streets before the onramps
 
I'm not sure how far this approach will get you, but if you look REALLY hard, you might be able to find someone to call directly (4577). :teeth

You're right - the loops are not apparent on the roadway - I've tried stopping pretty much everywhere along the limit line with no effect. If I'm in a line of cars each car will trip the green as soon as they get to the limit line. Then I get to the limit line and it stays red until the car behind be is within about 10 feet of me. I usually just go with the car in front of me - if I'm alone in the line I wait for the car in the next lane to go, then I go behind him.

I sent a report to the CalTrans link that MM4L provided (I actually found it myself!) but I didn't put as much detail into it - I simply explained how I see it working - or not working - and requested that someone investigate. If I hear anything back I'll certainly report it here.

MM4L - I enjoy reading your posts - it's a joy to have someone who knows how to write as well as you! In my profession I have to deal with trying to read reports and other works written by people who are trying to write in English after passing it through Chinese or any of several other languages - it can really be a chore sometimes!

Try stopping a little back from the limit line (maybe 2-3 feet). I found that I was sometimes overshooting the sensor by stopping right at the line.
 
cant you just stop, put your feet down and go? red or not? the cop would have to be an idiot to pull you over and not let you go. Its not a light for safety's sake.

I hate metering lights...everything would be fine if they spent money on longer merge ramps rather than lighting systems etc.
 
I don't know if a miracle happened and CalTrans actually fixed it (highly unlikely!), or I accidentally managed to find the sweet spot this morning, but as I came to a stop and was just about to touch the ground with my toe the light changed to green - maybe the car behind me triggered it; I don't know. I'll see what happens tomorrow...
