i have a feeling that the OP just isn't really a fan of tattoos in general, but he DID also make the caveat about bad tattoos. in the bay area, it's so amazingly hard to get a bad tattoo because there are so many good artists. a decent but not great tattoo artist in the bay area would be king shit ink guy/girl in almost any other town. nevertheless, i do see TONS of crap work. you have to go out and seek that shit out on purpose! so yeah, if the OP sees some scrawl that looks like sharpie in highly visible places, that probably does say something about that person's intelligence.

now, does this guy reinforce that notion, or is he the exception that proves the rule:
