Not sure if joking, but no. Hazards indicate “STOPPED vehicle hazard”.

On my pet peeve list behind the DIPSHITS that use the full MERGE lane THEN stop and THEN look forlornly over their shoulder hoping for some miracle merge instead of FLOWING into traffic using the speed the merge lane is intended to provide.
 
I put my hazards on when traffic slows suddenly. I do this to get the attention of those behind me. And as soon as I see they are slowing down, I turn them off. This has saved me from getting rear ended more than once.

Likewise as I’m slowing and might need to stop (or when there’s a sudden traffic slowdown over a hill or around a curve) but the commuters with hazards on all the time are just sending confusing signals IMO

That's a weird phrasing (from the web screenshot) - makes it seem like there are some roads ("minor freeways"?) where it's not legal... Which is not the case.
 
i shared lanes past a rider on a panigale this morning. just about the slimmest superbike you could ask for, but he was choosing to not filter through heavy city traffic.

if you are not comfortable to share lanes while cars are moving, you can simply wait until a red light and then filter up to the front. you are much safer doing that then having to keep an eye on your mirror hoping you don't get rear-ended.
 
I used to commute on 880 and had no issues splitting on my FJR1300. Used to to split before it was legal and never had a problem. To each their own.

While it was only added to the Vehicle Code in 2016. Splitting has always been legal in California.
