i no longer live in CA, so i don't know the rules there, but up here? it's all f'ed up. the tow truck guys here are their own police force. they tow anything and everything even mildly interesting. if people bitch and the tow company is out of line, it's "no problem, here's your vehicle back, no charge."
what does the vehicle owner do at that point? "thanks, dude." tow company receives no penalty. there is no oversight over them that i know of. really, none.
but if the owner pays the $250 or whatever, well, then they made their money regardless of who is right or wrong.
has nothing whatsoever to do with the cops. nothing at all. no targeted enforcement, no particular event, nothing. it's just tow truck guys driving around and towing whatever will make them cash. and they make a lot, i might add.
how do i know this? because one of my "friends" is one of these douchebags.
as for this particular instance, again, i don't know. but i have to think it's something similar in the very least.
I once saw one of those wheel shackle immobilizer steel things on a tow truck... I thought that was mildly poetic in its irony.
