Actually, (as far as I know) that sign actually is referring to full-sized planes. In the wilderness the whole point is to let nature be Nature. The rules there forbid planes to fly overhead, so you will never hear a commerical flight--their flightpath avoids wilderness areas. Even forest fires are often left to burn unchecked, as long as they are not seen as a major threat to other areas. It's pretty forward-thinking actually--noise pollution is starting to become a thing now, but this rule has been in place since I was in college on a fire crew.

Flyover of Wilderness is allowed, but discouraged at lower altitudes, no launching or landing though. Once your off the ground its FAA jurisdiction, so the other agencies have no enforcement power. A similar example is the CA state law prohibiting flying at less than 500 AGL over a park, they rangers will ticket you, but the ticket gets thrown out if you fight it.

It's not just motorized either, Wilderness areas allow no mechanical transport, so no para/hang gliders or bicycles allowed either.
