I've been seeing this used in a few threads and cant figure out what it means. thanks.

What it means is that people are not creative. An inactive thread will be moved to the top regardless of what is written but it seems the masses utilize the option to move a thread to the top of the forum utilizing very little imagination.

The breast picture was a reasonable method of upping the thread. The word itself was not necessary however it will be allowed to slide this and other times.

Take note this thread will be upped the moment this post is indeed posted and the word in question has not been mentioned.
