What do you call it when the under arm flab ripples in waves of seismic proportions as a waddle can also be a move in any similar, slow, rocking manner?
I would call that "flapping," or maybe "wobbling."

The primary definition is WADDLE: to walk with short steps swinging the forepart of the body from side to side. Secondary definitions are based upon the first one.
The trick with this word is that it applies to the motion of an entire body or object. A body can waddle, and one could say that a ship "waddled" into port, but a sail on a boat doesn't "waddle," nor does an arm.
