Oh it's definitely frowned upon. But first they gotta catch you.
The truth is that ranges want you to buy ammo from them for 3 reasons:
A) Profit. Their markup on ammo is sometimes as high as 50%, they make more money selling ammo than they do renting guns or renting range time.
B) Brass. The brass that they collect at the range (that you're not allowed to pick up) gets sold to metal recyclers and reloaders at a pretty good rate. Not only are they getting brass for free from the shooters that bring in their own ammo, they're also getting it free from the ones who just bought the ammo off them. Double-whammy. And they're too lazy to sort through the free brass that we give them for the non-reloadable steel cases or Berdan-primed crap.
C) Safety. They don't want guy blowing up their range guns with improperly loaded ammo that guys bring off the street. Makes perfect sense, but I get the feeling that they're more concerned with A or B than C.

My father has a Ruger 9mm which he seems to like. Most of their guns seem to be in that price range. The Glock 21 was another gun I really liked after putting 100 rounds through it.
What about buying used?
Maybe a 9mm would be a good balance between ammo cost/range sessions versus personal defense, if I were to have only one gun.
Yea, it sounds like a 9mm is a perfect compromise for you. Strong enough to have defensive purposes, cheap enough that you can "plink" with casually without breaking the bank. 50 rounds can be had for as little as $4.
I can't really comment on the which gun, the only 9mm's I have experience are the Beretta 92s, the H&K USPs, and the Glock 19. All of which I can heartily recommend to anyone.
$500 is a pretty solid budget for a 9mm, especially if you're going to go the used route. I wouldn't hesitate to pick up a used gun if a good deal can be had. For one, parts are generally cheap and easy to replace. Who cares if a gun has 20,000 rounds fired through it, buy a new barrel, extractor, recoil spring, firing pin for under $100 and you're good to go. I'll keep an eye out for used 9s on the gunboards for you.
