two way left turn
Reading the last sentence of §21460.5(c) clearly indicates that a left turn may not be made from any other lane when a two-way left turn lane is present, even if the left turn is being made at the intersection with another highway. Since two-way left turn lanes are sometimes used up to the intersection with a minor roadway, it is clear that left turns from a two-way left turn lane can be legally made from one highway onto an intersecting highway. As long as the left turn lane at an intersection has unlimited storage, there is no violation of CVC if the vehicle is driven from the two-way left turn lane into the left turn lane, as long as the vehicle is driven within the two-way left turn lane for less than 200 feet while preparing for the left turn. There is nothing in CVC §21460.5 that prohibits left turns from the two-way left turn lane of one highway onto an intersecting highway.
