One more vote for a PW50 as a great starter bike. You can limit the power on them when the kid is first starting out by restricting how far they can turn the throttle.
Take him somewhere like the kid's track at Carnegie and you probably don't even have to worry about using the brakes as someone else mentioned. The first couple of times out the kid will be happy just to be riding it around. Little by little he'll want to get out a bit further and have more power. You'll know when he's ready to move up to something bigger and faster.
I think the PW50 is one of the few bikes I wish I had never sold. The person I sold it to was a total idiot with no clue at all how to take care of it. I could have easily kept it in the corner of my garage to let grandkids ride.
