thats because they have to wear helmets on the roads out here... but trust me... i have seen fortold signs... i get wheelie requests at every intersection in stockton... they look at it, recognize its a dirtbike and its wheelie potential...

They ought to make a OHV park for them, something like Santa Clara MX. You never know... there might be some MX talent in that mix, and under some safety guidance and proper training, can be a good, positive thing for the youngin's.

DR-650 and XR-650L both make excellent street/highway dual-sports and can be easily pimped(motarded) out. We learned on DTs and XLs back in the day.
I personally have a 650L for dirt-bias and a Tuono for sreet-bias.
