Irresponsible agricultural practices probably didn't help aquifer levels either
With the amount of subsidence we've induced, we aren't likely to see fully recharged aquifers ever. It'll take a flooding and resettling of sediment and subsequent burying of such to create a new aquifer capable of carrying the water we've removed. Geological time doesn't favor that scenario being beneficial to humans.

Show me some evidence that a fucking dolphin can create an electric car and then send it to space on a Martian transitional trajectory (oh and an internet so we can make memes about it) and I'll give your argument some room to breathe.
Because it's really that difficult to affect climate.
Set a few nukes off, you'll affect climate all over the world. Not that hard. Shit, even something as simple as jet contrails have been proven to affect surface temps.

I'm not a fan of the tunnels but they aren't supposed to provide more water, rather they are claimed to be a more stable delivery system.
There is bond money available to help fund new reservoirs (thanks to a water bond initiative passed a few years ago) though that is a long process and requires a lot of cooperation from various water districts. Distribution is as big a problem as storage.
